Cycle time, pull requests, review burden, quality, rework, and developer experience answer different questions. No single metric can represent the work fairly across task types.
Measure the system, not a leaderboard
Useful measurement gives teams a reason to improve a workflow. It should not encourage developers to hide difficult work or optimize a proxy at the expense of quality.
